David R. Hardoon

David is a senior Data & AI leader with more than 23 years of experience spanning financial services, government, academia, advisory, investment, and technology innovation. He brings deep expertise in applying data, analytics, and AI to drive transformation, innovation, and strategic decision-making across both public and private sectors.

He previously served as the first Chief Data Officer and Head of Data Analytics Group at the Monetary Authority of Singapore, before taking on the role of Special Advisor (Artificial Intelligence). During his tenure, David played a key role in shaping AI strategy for both MAS and Singapore’s financial sector, pioneering the adoption of data science within central banking and financial regulation. He also led initiatives focused on responsible AI, including the development of the FEAT (Fairness, Ethics, Accountability and Transparency) principles and the establishment of the MAS-backed Veritas consortium.

More recently, he was Global Head of AI Enablement at Standard Chartered, and prior to that, as Group Chief Data & AI Officer at Union Bank of the Philippines, and CEO of Philippines-based Aboitiz Data Innovation. While also advising organisations including Singapore’s CPIB and CPF Board on AI and data science initiatives.

In addition to his executive leadership experience, David actively contributes to the broader technology and innovation ecosystem. He is an Ambassador for Global Women in AI, serves on the Board of Advisors for Connected Women, is a Data Analytics Advisory Board Member at Singapore Management University School of Accountancy, and an Independent Non-Executive Director at Auto & General Services Southeast Asia.

David holds a PhD in Machine Learning from University of Southampton and a First Class Honours degree in Computer Science and Artificial Intelligence from Royal Holloway, University of London.
